Possible bug - never can get 'Initial Active Module' to work

Hey there,
Has anyone ever been able to see the 'Initial Active Module' setting work? I've had it set so that the palette is invoked it should default to showing fancy designs first, but it always shows uploads as the first option, even though I've chosen it in the UI & Layout Composer...
I can not replicate any problems with this on my server. Could you send a screenshot of your whole UI & Layout Composer settings? I've not tested all possible combinations.
