my client want control of layer to be in panel on the right side(not tooltip), like here

any suggestions on how to do this in a right way?

i don't want to change structure of controls it self, i just want them to be permanently doced to right side of window

You can use the UI Composer and the settings of the multistep product configurator on the WooCommerce product page to set it on the right.
