Can users select photos from the WP medial gallery?

We are building a community of wordpress users who will be uploading and sharing photos and want them to be able to use those photos to design products. When they upload wordpress recognizes them as the author. Currently it looks like they have to download and upload them again to use them. Although I see you have facebook and instagram photos but all the photos in the media gallery already are off limits? Please let me know if this is possible.
